Okay, thanks for your help. For now, I installed it up on another system in the office and it works fine. If I am able to figure out what happened I'll make sure to post it here.

Update: I tried these on another computer in the network (using my own log-in), and it worked fine. I will try to re reintstall and give it another go.

Update: I just did these same steps on my home computer, and it worked.
I gave my local computer full rights to the C:\Epi_Info folder, and then re-installed Epi Info.
I also made sure that the EIHAT files were in the Epi_Info folder.
