A Short History of Performance Management in Public Health 1988-2011

I have been trying to understand how all the "parts and pieces" of performance management fit together.  So I put something together that covers the "high points" that have shaped the path as I see it.

In the paper, I had commented on what PHAB was going to do about the QI domain.  At one point the rumor was the it might not be there in the final.  They found a solution apparently.  They acknowledged the wide variance in "capacity" (my term) regarding this core issue but kept it in.  I haven't reviewed it, but the PHAB board now has their "final" materials out there for those interested that might not have received the email announcing it.  http://www.phaboard.org/
